Health Systems, currently working in Uganda
Tapley is a development and health systems specialist with over 21 years of international experience starting as a Peace Corps Volunteer, and international postings with the International Rescue Committee, Partners for Development, and the University Research Co., LLC. Prior to working for ThinkWell, Tapley served as the Chief of Party of the USAID Social Health Protection Project. For 14 years he led the technical development of the Cambodian Health Equity Fund system from a small pilot to a national Social Health Insurance system which provides free public health care to the poorest 20% of the population. In addition, he has spearheaded the design and implementation of web-based patient-level medical record systems, conditional cash transfers, pay-for-performance contracting, and community based health insurance. At ThinkWell, Tapley provides technical leadership on health system strengthening projects and strategic support to new business development.
