Commissioned under USAID’s Health Systems Strengthening Component in Sindh Province, Pakistan, ThinkWell assessed how innovative financing mechanisms could improve health systems performance in Sindh.
During the literature review and subsequent in-country assessment, ThinkWell investigated innovative health financing models to enhance system performance, including contracting private managers to oversee public facilities, performance-based financing (PBF) for public facilities, and establishment of provincial risk pools for enhanced purchasing.
The analysis and recommendations were presented to the Secretary of Health of Sindh, and endorsed for action by the health financing technical working group. These recommendations also helped USAID and other partners to identify feasible and high-impact opportunities for investment.
