Project Overview
Summary
The Mozambique Monitoring and Evaluation Mechanism Services (MMEMS) project conducts monitoring, evaluation, and learning (MEL) activities. It specifically advances performance monitoring, data verification, and impact evaluations for USAID’s Mozambique Mission. As a sub-partner to MSI on the project, ThinkWell collected and organized information on the private health care sector. ThinkWell’s report analyzed the enabling environment and provided insight on the potential barriers and incentives for the private sector’s contribution to primary health care access. We shared the report’s findings during a technical workshop with private sector stakeholders.
Breaking New Ground
In recent years, the private health sector in Mozambique has grown rapidly, especially in urban areas. Despite this, the Mozambican government has not fully tapped into the private sector to complement its existing healthcare delivery efforts. To help explore this opportunity, the United States Agency for International Development (USAID) contracted Management Systems International and ThinkWell to landscape private health sector actors and gather preliminary information on the private actors active in supply chain – an area of specific interest to the Ministry of Health (MoH).
Challenges
Despite progress, the Mozambican health sector still struggles to respond to its population’s health needs. In addition, many health challenges persist, particularly in the areas of infectious disease and maternal and child health. Accurate information would help both public and private stakeholders identify health challenges and system gaps where the private health sector could potentially help the MoH to address health issues.
Approach
ThinkWell conducted a comprehensive private sector landscape analysis to identify key stakeholders, estimate the private health sector size and scope of activities, and detect challenges from the policy and regulatory environment and market conditions. Using a market-based approach, the team also conducted a rapid assessment to understand the dynamics and relationships between public, private, and donor driven supply chains.
Results
Our report represents the first attempt to systematically organize and publicize information on the private health sector in Mozambique. The analysis informed a workshop dialogue with key stakeholders from private companies and development partners from the public and private healthcare supply chain. Workshop participants harnessed the analysis to better understand challenges and discuss potential solutions to strengthen private sector engagement in the healthcare sector. During the workshop, participants produced key recommendations that could boost the private sector’s role in the public health supply chain.

It specifically advances performance monitoring, data verification, and impact evaluations for USAID’s Mozambique Mission. As part of the project as a sub-partner to MSI, ThinkWell collected and organized information on the family planning (FP) sector. ThinkWell conducted a landscape analysis to inform USAID programming in the FP area. We did this to contribute to better coordination and collaboration between the government and the health partners supporting FP in Mozambique. Ultimately, our work helps to accelerate FP program implementation across the country.
Breaking New Ground
The government of Mozambique has showed strong commitment to support the rights of citizens to access FP as a critical building block for sustainable development, including several commitments towards the FP2020 agenda. To help ensuring consistent programmatic management and coordination of funding and interventions between the various institutional levels and among donors and implementing partners (IPs), ThinkWell provided an updated overview of the efforts currently in place in FP service provision. We also identified opportunities to improve coordination and harmonize support and interventions across the country.
Challenges
Despite progresses, the level of readiness to provide quality FP services is still low across health facilities, modern contraception coverage is remarkably lower for women in union, and early pregnancies are increasing. Development partners’ support is fragmented and inter-sectorial initiatives would benefit from enhanced coordination. The assessment provides an overview of the diverse landscape of FP stakeholders and their roles, including institutional actors, donors, IPs and the private sector, to explore opportunities to enhance coordination and maximize impact.
Approach
ThinkWell conducted a comprehensive FP landscape analysis and mapped stakeholders involved in FP initiatives at different levels, their relations, and major projects and activities that are implemented by location and programmatic focus. The main components of the analysis are: 1) Mapping of key actors in decision-making, funding, and program implementation, including institutional actors at central, district, and provincial level, donors, and IPs; 2) Mapping of major existing interventions supported by development partners; and 3) Identification of gaps and overlaps, both geographically and in areas of interventions and investments, and potential areas for enhancing coordination.
Results
We comprehensively mapped institutional decision-makers, major donors and FP interventions, including financial contributions to operational projects. Results show that there is space for improving coordination at all levels, expanding interventions to population groups and geographic areas which are receiving low attention, and harmonizing budget support to accelerate the achievement of Mozambique’s FP commitments to respond to its population’s health needs.
