Expertise

Dr. Jorge Cabral is a medical doctor, public health expert, and seasoned policymaker. Dr Cabral’s professional career combines public health management, consulting, and policy in various African countries, and a parallel academic experience with medical schools in Mozambique, South Africa, Timor-Leste, and Portugal. Having been one of the few medical graduates who chose to stay in Mozambique in the aftermath of its independence, he participated in setting up of the basic fabric of public health system in the country. In his 13 year career as a civil servant in the Ministry of Health in Mozambique, he served as Director of the National AIDS Control Program, Director of Preventive Services, and culminated with his service as National Director of Health Services. Dr. Cabral later went into academia, serving as faculty in the Institute of Hygiene and Tropical Medicine, as well as the Faculty of Medical Sciences in Universidade Nova de Lisboa in Portugal. During his time in academia, he provided consulting services in health systems management to countries across Africa and Asia.

Dr. Cabral joined ThinkWell as full-time staff member to lead our human resources for health program in Mozambique. He is supporting the Gaza and Nampula provinces to develop provincial motivation and retention plans. He is also supporting the development of analytic tools to ensure that human resources management is data-driven and needs-based.
